Responsible Alcohol Management Framework

Developing strategies to reduce the incidence of alcohol-related harm in Alice Springs.

The NT Government is strongly committed to reducing alcohol-related harm in Alice Springs and, as part of that commitment, has developed the Alice Springs Alcohol Management Plan. The plan responds to community concerns about anti-social behaviour and violence and builds on previous efforts to minimise the harm caused by alcohol.

The plan contains strategies aimed at reducing harm, reducing demand and reducing supply. It contains measures that are being implemented and lead by government agencies to achieve these outcomes.

How it will happen

  • Engaging with the local community through the Alcohol Reference Panel.
  • Facilitating community participation in finding solutions.
  • Ensuring ongoing monitoring of strategies.
  • Facilitating communication between government, the community, stakeholders, business and other interested parties.
  • Evolving the plan over time to meet changing circumstances, new community concerns and emerging evidence of what works and what does not.

What it will mean

For residents

  • Reduced alcohol-related harm and anti-social behaviour in the community.
  • Greater community participation in decision making.
  • A better standard of living and quality of life for all residents of Alice Springs.

For business

  • Reduced anti-social behaviour around licensed premises.
  • Greater input into decision-making.

What we have already done

  • Introduction of new legislation that allows residents and tenants to declare private premises alcohol free and the power for the Licensing Commission to declare public places dry.
  • A review of treatment needs and services.
  • A moratorium on new takeaway licences for 12 months from June 2006, after which time any new takeaway licences will be restricted to hotels and clubs.
  • Introduction of the Alice Springs Liquor Supply Plan.
  • Introduction of Alcohol Courts and additional treatment options for offenders.
  • Establishment of a Special Event Committee to enhance planned management of special events in Alice Springs with particular attention given to appropriate controls on alcohol, responsible alcohol supply and patron care and safety.
  • A working party of NT Government agencies, the Town Council and stakeholders is developing short and long term strategies to address litter issues associated with the Liquor Supply Plan.

What will happen next

  • Consult with the Alice Springs community on the suitability of an id licensing system as a measure to restrict availability of alcohol to persons on court orders.
  • Evaluate the effectiveness of the Liquor supply plan.
  • Rewrite the Liquor Act which will be available for public comment.
  • Community education initiatives to change individual and social acceptance of risky drinking.
  • Campaign to develop a zero-tolerance to alcohol- related violence.
  • Work with industry and licensees to develop local liquor accord.
  • Work with local sporting and recreation clubs and other licensed premises to promote a responsible drinking culture.
  • Develop options to support families to protect their income from drinker's requests and demands.
  • Build an effective range of interventions for people who commit alcohol-related offences.
  • Expand the range of opportunities for the delivery of brief intervention techniques that will challenge the behaviour of risky drinkers.
  • A review of the plan will be conducted after 12 months.
